History of Lithuania:

During the occupation of Lithuania by the Russian Empire (1795 - 1914), Lithuania was divided into three main governorates, one of which was Kaunas (Kovno).  Rasainenai is located west of the city of Kovno.

(Wikipedia) "Before Lithuania's independence, the city was generally known in English as Kovno, the traditional Slavic form of its name; the Polish name is Kowno. The traditional Russian name is Ковно although Каунас has been used since 1940. The Yiddish name is Kovne קאָװנע) while its names in German include Kowno and Kauen."

What's in a Name?

Eliahu
The Vilna Gaon's name was Eliahu ben Zalman, and he lived from 1720 to 1797.  Perhaps the preponderance of the name "Eliahu" in Lithuania is as a kovod to the Vilna Gaon.

Hirsh, Tsvi, and Tzvi Hirsh

The Hebrew name Tzvi, or deer, has its Yiddish equivalent as Hirsh. Thus, Tsvi Hirsh are often paired together.

How can we use this name to trace genealogy?

I found this name  numerous times in the Lithuanian database. It could have been passed along from family to family. But another possibility is that it reflected kovod to a Rav. For example, R. Tzvi Hirsh Zak (whose wife's name was Sarah) led the Jewish community of Skuodas from 1779 until his death, in 1788.  R. Tsvi Hirsch ben R. Avraham Avli served in Shidlova in the early 19th C., until 1858.

Michael

R. Michael was the leader of Jewish community of Skuodas in the early 1700's, when Jews suffered from heavy taxation, and was imprisoned because the community could not pay its debt.

Ovsey was a popular given name in Lithuania, linked to the Hebrew name Yehoshua.
