Subject-Verb Agreement and 'who'
In statements and questions,
who, whomever and whoever require
a 3rd person singular verb form.

Simple Present Tense, Negative:
Who doesn't make mistakes? -
Present Perfect, Negative:
Who hasn't made a mistake? -
Simple Present Tense, Negative:
Whoever wants to be put on the mailing list should sign here.
everybody, everyone, everything, nobody, nothing
In statements and questions,
everybody, everyone, everything,
nobody and nothing require a 3rd person
singular verb form.
